Rationale:
In compliance with Government Code Section 65995.6(a), the "School Facilities Needs Analysis" ("2025 SFNA") includes projections of the number of students anticipated to be generated by various types of new residential units to be constructed within the District. This projection is based on the historical generation rates of new residential units constructed during the previous 5 years that are a similar type of units to those anticipated to be constructed either in the District or the cities or county in which the District is located, and relevant planning agency information, such as multi-phased development projects, that may modify the historical figures.

In the 2024 SFNA, the Level II Fee amounts were calculated at $5.87 and the Level III Fee amount was calculated as $11.74 per square foot of assessable space for new residential construction within the District.

In the 2025 SFNA, the Level II Fee amount has been calculated at $5.92 and the Level III Fee amount has been calculated at $11.84 per square foot of assessable space for new residential construction within the District.

Pursuant to Government Code Section 65352.2(c), the District has provided notice of preparation and offered to meet with the local planning agencies of cities and the county with land use jurisdiction within the District's boundaries ("Local Agencies"). The 2025 SFNA was also provided to the Local Agencies for review and comment during the thirty (30) day public review period. After the 2025 SFNA was made available to the public during the thirty (30) day public review period, the Governing Board ("Board") is required to respond to written comments, if any, received during that period, as well as any received during the Public Hearing. After adoption of the 2025 SFNA and the new Alternative School Facilities Fees, the Board must give notice to all Local Agencies, as well as the California Department of Health Care Access and Information (formerly the Office of Statewide Health Planning and Development).

District staff recommends that the Board approve the 2025 SFNA and adopt the proposed "Resolution No. 27 - 2024/2025 of the Governing Board of the Perris Elementary School District Approving a School Facilities Needs Analysis, Adopting Alternative School Fees in Compliance with Government Code Sections 65995.5, 65995.6, and 65995.7, Adopting Responses to Public Comments Received, and Making Related Findings and Determinations," subject to modification by the Board to incorporate any prepared or modified written responses to the public comments received by the District, if any.
